How old is him?
Age? Intrests? Hobbies? Favorite shows, sports, colors?
What do you already have in the room? Do you need to get any furniture? Flooring? Window treatments?
Start with his favorite paint color.
Next have him clean out all the old things he no longer uses. You don't mention his age, but old clothes or ones he doesn't like. 'Toys', meaning things he no longer uses or things that are broken. Maybe abandoned projects. Old school papers. I'm sure you know the routine Take him to the store to look at paint colors. Pick out a few and bring them home to hang on the wall to choose which one is the best. If he picks out a color that's too 'crazy' for you, consider painting one wall that color and the rest something else - use your judgement too.
If he needs furniture, consider the thrift stores. Look to see if you have a Habitat for Humanity Renew store in your area. It's worth a trip. Of course, it depends on what they have that day but you might find something you can paint - that actually might be the place use that 'crazy' color.

I'd empty the room, clean it thoroughly, then paint it a neutral color as children grow up quickly. Visit your local thrift stores for discounted furniture and bedding if needed. Reorganize closet space and donate outgrown clothes and toys. Wonderful opportunity for quality time with your son during the makeover! Time with son....PRICELESS.

My son is 17 mentally handicapped syndrome called prayer willi so sometimes he is 10 other time 30 .. he like computer but trying to limit that more moving for he is stocky and 5' or so for favourite show are children show Spider-Man fav for him he just bought ninja turtles ...fav colours are red and green no sports fight to get him to get up and move .... currently getting him to lose weight it's a challenge .... totally my fault I am thanking you for your ideas and guidance. Also I must say anything suggestion in doing at home project are appreciated for I am currently fighting breast cancer and not working money limited... thank you for listening
