Compost, compost, compost
Use the clay as a base and add lists of rich soil on top
Rototill,remove any unwanted matter,apply several inches of top soil,composed manure,pelletized lime and Gypsum
Compost!
I agree, using a tiller would be much less work. I would till it first, add the amendments and till again to mix them in.
