Hello Johnny! I am working on making counter high raised garden beds because it's just to diffiuclt to even lean over a regulr raised garden bed for any length of time and I cannot by any means get on my hands and knees. I am going to try adding some metal cones (large openings pointing downward) around each leg to discourage chipmunks, squirrels, and other climbers from accessing my raised garden beds, and IF they do, then they will have to content with a covering of chicken wire or netting that will be around and over it (to discourage birds too). Living in the city, you have to be prepared for the unexpected as well as the already known ;) Anyway, I am posting the website I got the plans from. It is the 4th project on the page. Hope it helps YOU out too ;) Happy Gardening and thanks for asking for some ideas. I think you will like this one ;)

Could you build a raised garden completely surrounded with 1" chicken wire? You'd have to dig down 6" to start it there so the creatures won't dig under it and you'd have to build a cover to keep out the birds. Depending on what you plant, it would have to be higher than the tallest plants. Then you'd also have to build some kind of doorway so that you could get inside to harvest your goodies. There are also various kinds of sprays and pellets that keep animals away plus the idea of planting marigolds around it since most animals don't like the odor. I was at a local garden/landscaping business last week and I noticed several kinds of urine pellets on the shelf, but I wasn't looking for them so I didn't bother looking to see what kind of animals they deter. We got some deer/rabbit spray because we have a rabbit who ate the middle of our morning glory plant. The vines at the top died, the stems at the bottom are starting to regrow.
That's everything I can think of. Hope something helps.
The best thing I know of is what is called square-foot gardening. The 4' by 4' squares can be built built up on saw horses at any height that is comfortable for you. Also very easy to put barriers in. Many books are available to tell you how to do it. Very, very easy to do.

You could use pvc and chicken wire to make a hoop house over your garden. I would build a frame around the garden out of 2 x 4s and use temporary fasteners to attach the hoop to it so you can remove when you want to pick that one gorgeous, no-bites-taken-out-of-it tomato. ;)
A house down the block from me has something that looks like the square foot gardens. It looks like one of them are on very stout saw horses. Perhaps that may be the way to go, they will be at a higher height, or you could make it even higher if need be. You may need to build more than one to be able to plant everything you want, but they shouldn't be really costly with the saw horses. Just make sure they can handle the weight it will be holding up. Hope this helps.
