Yikes! For this I would just call in a good handyman. Sorry in advance if this is not what you are looking for, that is just what I would do.
The interior end of your anchor is larger than the hole your bolt is in. You have to enlarge the hole to pull it out.
If it's concrete block, to push it in, I would push it in as far as it will go and see if you think there is enough of a cavity to cut off the bolt and push the rest of the anchor into the cavity behind.

I'm in agreement with Naomie on this one, Albert. One thought, do you think you could use the existing anchors to help build another platform for your hose reel?
You can cut the anchor flat with the surface. Since you have been able to pull it out 1/2", You can cut it off and be able to push it back in and put some concrete in the hole.

I would move the new anchor holes up or down and over about 1" after the concrete filled holes have dried.
If that's not possible.
Then drill your new holes first
Chip out debris between anchor and new hole.
Remove anchor if you can, if not, cut it off.
Then fill holes And set new anchors with concrete.
Allow to completely set before attaching the new hose reel.
OR
Put your existing anchors back in place and mortar in. Let set.
Get a metal plate.
Drill holes for your anchors. Drill holes for your hose reel mounting bolts. Anchor the metal plate to wall and hang hose reel on mounting bolts.
