Clean and sand with a fine grit sand paper, prime with a good primer and you are ready to paint.

If this is for outside make sure the statue is clean and dry,spray paint two light coats of Rustoleum2X for plastic allowing to dry inbetween and use a clear spray UV sealant
Go to a home store as ask for spray pain for plastic.
Shake the can for 1 minute after hearing the agitator ball start to rattle.
Paint with ESP and then paint with a heavy gloss, or a tin of car spray paint.....
Make sure it's clean. I really like the Rustoleum spray paint products.
