Are you over or under watering? I assume with the picture that all the plants are indoors in pots. Perhaps not enough light? Most veggies require a lot of direct sunlight. I tried to overwinter my herbs in a bright, but not direct sun south window and mine did not fair well. My rosemary was the only one that really liked it and grew into a small bush.

They need to be outside more. Windows, in my area, are only good during the winter. Depending upon what type of window you have, the sun coming in can be like a magnifying glass and actually fry your plants.
Cilantro likes to be cool. It's very hard to grow it in the summer.
