That is a first for me. Checking around on the web, I found out it is not unusual at all. Everyone has a reason why tnhey think it happens (some blame the brand, some blame just that brand's white can), anyway chek out this site where other consumers weighed in with their experiences. My guess is you inadvertently picked the incorrect formula for your project. As long as they took it back - great!
It sounds like the paint has frozen in shipment. Take it back for a refund.

If the humidity is low (dry conditions) spray paint will turn powdery. The paint actually dries before hitting the object being painted. Distance spraying the object may also leave the paint powdery. If the paint was a textured paint it can leave a powdery residue. Also an old bad batch of paint.
