Hooray for having options! Here are a few including bluing, borax, vinegar and baking soda, as well as other approaches to whiten your towels! Good luck!
I always use detergent, some bleach and lots of Peroxide, Use hot water, let soak for a good hour. After i put everything in, i let the washer spin a few times to let the mixture get blended into your items. You can use a half bottle of peroxide is pretty good. Doesn't hurt your items, but your towels will look amazing.

I put a heaping tablespoon of baking soda in every load of clothes. It is a natural whitener and doesn't damage the material. It make take a few washings to see results but don't give up. My white undies are a brilliant white and my
bf's white t-shirts are beyond white and no yellow stains under the arms. It also perks up the colored clothes and my clothes smell so much better.
Oxyclean powder! Fill your washer and add a scoop of this powder, let sit for 45 minutes then run the cycle
Use some Cascade dishwashing detergent, with a little bleach and let 100%cotton soak for about an hour in hot water. If cleaning polyester, use the same mixture, just be sure to use cold water. My mom used this all the time and our white clothes were really bright white.
If all else fails and they are good towels dye them another colour
