Clean it well. Then use the correct formula paint for vinyl. Good luck!
It is always a good idea to prime something like this before painting, but pressure wash first to make sure its clean and no debris is on it
vinyl paint or Glidden gripper primer
Pressure clean with chlorine rinse well, opens pores and kills mold - mildew and rids all dirt. Prime and paint.
