Looks like Fennel or Dill. Rub the leaves and see what it smells like. It will take over in the garden if allowed. The definition of a weed is any plant out of place.

we have one that looks the same, it was originally an asparagus stalk.

There's not quite enough of the photo to be sure. We are in southeast Texas and have something very similar growing in our yard that we have identified as "dog fennel." It grows in clumps 5-6'tall, freezes back in a cold winter, but comes back every year and gradually spreads to other spots on the property. You can google "dog fennel" and see lots of photos and perhaps you can tell if that's it.
It looks like a type of fern. Even if it is a weed, if you like it...keep it!

Aspergus fern. If you plant it in a hanging basket it will hang over the sides as it grows. Can be an indoor or outdoor plant.
If it isnt dill weed it could be stink weed. Grows wild. Takes over garden. No good use I know if except as a cut flower filler but when you touch it it stinks and you can cut some from a ditch it you want. Get rid of it.

Looks like dog fennel to me....Can be very invasive. Has a very distinctive smell.
