You can use most any type of rope or cloth weave it through railings close enough together where he can't get threw. Make a design to your liking.If he starts to chew on it try a cinnamon cayenne spray. Most pups will stop wit the cinnamon if persistent add some cayenne.

I had a similar issue because I got a very tiny breed of a dog. I ended up using chicken wire.

Menards had some fencing that you push into the ground that is sturdy and in many different looks. Use zip ties to put up the temporary fencing on your railing, then when he gets bigger and has more sense than a young pup you can cut the ties and use them in your yard.

Depends on whether you want a temporary or permanent block. If the dog is a puppy, I would just use a rope or fish netting. After the dog is out of the puppy stage, s/he should be fine. I have a small dog and never have to worry about her. They are smarter than you think.
