You can go to a hardware store and get rolls of metal or plastic fencing. Any height and length and price. You don't have to get the best. As he grows, he won't fall through and you can take it down. You can tie it to the rails with cord or wire or those plastic ties used for electrical cords. It will also protect the rails from him chewing on them.
Try weaving some wire through them. Or get some screening (something cheap) and tie it to the railing. Some light weight wire fencing, even chicken wire, you could spray paint it to get it closer to the stair color.
If garden items are on sale, you could get the plastic flower bed border that looks like white picket fencing. You could even get decorative cement blocks or heavy rocks to block between the railings. While you are waiting for your puppy to grow up, put cushions or a sofa beneath the side of the stairs just in case. Best wishes 😇

You can use most any type of rope or cloth weave it through railings close enough together where he can't get threw. Make a design to your liking.If he starts to chew on it try a cinnamon cayenne spray. Most pups will stop wit the cinnamon if persistent add some cayenne.
I had a similar issue because I got a very tiny breed of a dog. I ended up using chicken wire.
How about adding some fish netting along the balastrades until he/she gets older. Menards had some fencing that you push into the ground that is sturdy and in many different looks. Use zip ties to put up the temporary fencing on your railing, then when he gets bigger and has more sense than a young pup you can cut the ties and use them in your yard.
Hardware cloth--similar to chicken wire but easier to work with--attach to rails with zip ties. It will be easy to remove when you want to and keep puppy safe until it's big enough to either no longer fit or has learned not to try to fit through.

Depends on whether you want a temporary or permanent block. If the dog is a puppy, I would just use a rope or fish netting. After the dog is out of the puppy stage, s/he should be fine. I have a small dog and never have to worry about her. They are smarter than you think.
