Naval jelly , you can buy it from the hardware store .
For the chrome parts, you can use balled up aluminum foil, and just start rubbing. For other parts you can use a wire brush (even a $ store wire bbq brush). You may also sand afterwards, if the surface is a bit rough. The chrome parts can be waxed afterwards. The painted parts should be repainted with Tremclad /Rustoleum (or other) paint for rust. If it is really bad, you may need to use a special primer for rust first. It will usually tell you on the can or website.
Simply squirt some light oil on the rust you want to remove. Then scrub it a little bit with a chunk of steel wool and wipe it clean with a rag... and that's it! Keep in mind that it will quickly rust again if exposed to water, so you'll want to dry it off well after riding in the rain.
