You can add some sand into the paint. This will create a texture and make them less slick.
Try a Rubberised Paint (Non Slip Finish) or Sprinkle Sand on a newly painted step to give a rough texture.

Mix silica sand in with paint when repainting.
There is an additive you can get at the hardware store you put in the paint made just for that purpose. It should be by the concrete floor paint.
Buy marine paint and add some sand. you can also buy special rough paint now.
