How should I refinish our concrete table top?

I've attached pictures to show how the top is flaking off. Thought about using steel wool to remove the finish, but don't know how to apply the stain. Looking for advice.

If you are looking for some unique finishes, why not put on glass nuggets or pennies? Here are some ideas.

Thanks Sandra for your ideas. I was wanting to keep the same look.
probably not the answer you were looking for, but i kind of like this distressed look... i would scrub with the steel wool and then just seal the whole thing with a clear sealer rather than stain it. It's shabby chic!
