If there are no cracks in the fabric , yes, paint with Rustolium spray paint for plastic .

The Rustolium spray paints are formulated to stick to PVC material and would be fine on your plastic fabric. Once you get a solid base coat, you can decorate over it with brushed on paint, too. I did a set of chair cushions with Patio Paint to add some stripes to spruce up sun faded marine vinyl cushions. I like to use Patio Paint from the craft store. It is formulated to use outdoors. I paint everything with it, PVC pipes, even patio cement and bricks. It holds up and doesn't fade in the Arizona sun.
Thank you everyone! I now feel more confident that I can do this. The funny thing is that I took the cushions out side in the sun and used vinegar and water with a little soap and almost all the bad spots came off. This is after trying for 2 years. It's looks passable for the rest of this year or at least good enough to finish my other projects first! Yeah for Vinegar.
