Replace the wax ring at the base. It's a $6 fix.
Chances are you don't need a new toilet, since it doesn't sound like the fixture itself is broken or leaking. If the toilet is actually rocking on the floor, you may just need to tighten the mounting bolts--but I would call a plumber to look at it, because it's possible the wax ring under the toilet is damaged and/or the toilet isn't properly mounted. That could mean waste water is leaking into your subfloor beneath the toilet, which is something you definitely don't want.
Could have come unbolted. Purchase a new wax ring and reset the toilet and see if that works before going through the trouble of buying a new toilet unnecessarily.
No you don't need a new toilet. You just need the seal replaced. Hire a good plumber.

My plumber shimmed up my rocking toilet, put in a new wax ring and put the toilet back in place.

Floor may be rotting out under ur toilet or the Jonny ring may have deteriorated.
Do the bolts need tightening? If it is not leaking around the bottom, then try tightening the bolts to hold it in place. If the floor is rotting then, that presents another problem.
