the white thing at the bottom of the...tank? the pedestal? the caulking around the base? the flapper?
I would check to see if it is random condensation, or spray from the shower...
water around the base 'always' means a problem that should get checked out...
I'm curious where water on 'one' mounting screw but not the other might be coming from.

if it's around the base it could be the wax ring was not done correctly. if not the base where is it coming from?
Who installed your new toliet, if it was a plumber or contractor they need to come back and fix it. I've had to call them back to fix shoddy work.

If the toilet is new . . . And leaking, it was not properly installed. Call the plumber back! So sorry this happened to you! Good luck.

Lol. The only way I can think of those getting wet sinc they don't actually have anything to do with the water in a toilet is there is a leak at the base, or in the tank (dripping down) or it's just condensation... wish I could help more
Ah this sound like when the tank was mounted to the toilet base it may not have been screwed down tight enough. Also. If you dry it , then without using the toilet come back an hour or two later is the water back? Or does it show up after using the toilet. If you are sitting on toilet and lean back pushing lightly on toilet lid ( pressung towards the tank) does it leak then? If so it definitely was not tightened enough
Thanks! I will check this out. I cleaned the bathroom this morning and no water on the bolt cap. Other screw was wet but not dripping. I will check this out. I appreciate your help.
It means the seal isn't sealed. The toilet needs to be taken back up and the seal needs to be placed again and centered, (make sure when placing the toilet it isn't being slid, it has to be placed straight down on the seal) then someone just needs to set down on it while the screws are being tightened,(don't over tighten) the toilet will crack and break easily).

Good luck on finding a fix! I would think the plumber would fix it for free though if you have to call him!
