Are you talking about window shades or lamp shades?
Hang them lower and put a valance on top? take to a blind repair place and have them add extensions to lengthen them.
Can the hardware be placed lower down on the window frame? If so, measure for accuracy and lower the shade to the correct height. Then cover over the open window at the top with a decorative valance...but remember to measure to obtain a more professional look. The valance would probably need to be at least one to two inches deeper than the open area of the window to be appealing.
Not sure if you mean Curtain or Blinds? In each case you could add a bit more fabric to them by cutting the bottom few inches off and inserting the extra
length of fabric and then putting back the bottom again. In this way you could go for a contrast and it will look as if that's the way they were always designed to be. The amount you cut from the bottom would need to be what ever would be right for the length of the Blind or Curtain.
