if you know exactly where the spot it cut out and throw it away. Nothing will get rid of this odour. Once you get a whiff of it, it just never goes away.
Ask the Historical dept of your Local Authority if they can help in any way.......
sorry to tell you but since it was a free cat box for that length of time, you need to rip out carpet AND padding. Urine is in padding and water only disburses the urine. Look into your area's senior centers they usually have information on organizations that assist seniors with rehab/remodel of your home.
I agree with the others that your sure bet would be to remove both the carpet and padding; but to eliminate the smell from most human noses (cats will still find it and repeat) try Natures Miracle. Find at pet supply stores. Soak the spots in it, even cover with a damp towel overnight. As many times as you need to.
Most likely the urine has soaked through the carpet and padding...and possibly even into the subflooring. We bought a house years ago that had that problem, and we literally had to rip out sections of subfloor to finally get rid of the smell. if it is a rental, you might try talking with the owner to see what they are willing to do about it.
There is a product called Anti Icky Poo. I kid you not. I have 6 cats who were not using their pans. This took care of the misses and the horrific odor.

I've had to do this for clients, but if those cats were in there that length of time, you need to have landlord remove carpet and possible parts of subfloor. Get a blacklight flashlight, cat urine floresces bright greenish yellow. It might also be on the walls, you can use a pet enzyme cleaner in a spray bottle to remove it. I've had best luck with use tablets you put in warm water, its fresh, and works better. I put these tablets in my carpet cleaner in warm water when doing a clients house, and have even poured on the subfloor in one corner and it removes the odor. Only a pet enzyme cleaner will remove the odor as it works on the protein.
The pet stores sell an enzyme solution based product that permanently removes cat and dog urine smell. Just follow the directions. I use it all the time and it works great!
