You will need a solvent based cleaner like quick clean or wash and wipe, to remove the tar, then wash with hot water and detergent. Good luck
Use Tarsol!
It is not flammable!

Try Goo be Gone, it worked for me with melted rubber.
Goof Off removes tar.
Both products work. It's easier to get the heavier stuff off it you warm it up first. I've also used an old towel in the dryer to remove any residue after I've cleaned it. Get some good scrubby pads from the dollar store and it will be a lot of work, but, will come out. Run a couple of loads of old towels (I keep old ones for messy projects) on high after cleaning, before using it for clothes. Are you washing his clothes in hot enough water, first? Might want to run them through a commercial washer to prevent build up if you have a high efficiency washer.
Thank you all of you very much !!!
green clean by clorox! used it on gum in my dryer.
removing silver tarnish
Scrape off what you can prior to pouring the mineral spirits onto a rag and place it directly onto the tar for a few minutes. The tar will begin to soften. Gently wipe the tar away. Try to avoid pushing the tar into the holes of the machine by being very gentle.
