Vacuum first, then sponge off with clean water. You can add TSP or a host of other things. Here is a link with different options for you.

Sounds like your brick has efflorescence. Before I had mine torn out, I used a wire brush on the mortar once a year to get rid of it, or you can use a stiff brush and some vinegar water.
I would love to paint my brick fireplace but once it's painted it's painted; and, if you change your mind, what do you do? I vacuum mine every four weeks or less to keep down the dust. Use the brush attachment to get in between the tiny spaces/holes in the brick.
