If walls an floor are concrete ....use an oil based exterior concrete sealer..... Sherwin Williams has a few great products that works great that I have used myself. Put at least 2 good thick coats on it, as well as much of the exterior of the basement too . I think the product is spelled Loxon....very good for sealing concrete an brick. I used it on the exterior of a commercial building that was brick an concrete.... worked an looked great....
Dryloc is the best, but you need to find the source of the water and direct it away from the foundation. You might need a french drain. Check and maintain your gutters, and downspouts, add extensions to the downspouts to move the water further away from your foundation.
