Is there room at the bottom to weigh it down with rocks or bricks?
I used heavy big rocks on the bottom or a lot of small stones
I would pull the plant out, ffill in with rocks or bricks about a third of the way up, then replant your tree. Do this in place as now it is going to be heavy! And possibly not easy to move, which is what you want.
You could try weighing the urn down by putting a heavy rock in the bottom but you probably need to transplant the tree to the ground. Get plants that aren't so top heavy for the urn.
You could cut a square base, trim it out with moulding, paint it and screw it to the bottom of you urn (if it is a plastic urn).
I used square patio blocks and liquid nail them to that and I perfect black urns so I sprYed them and every spring and this will fix it from tipping because you wider base now and right now those are on clearance at Home Depot and the big box stores📌 Just a thought😎
