If it is your property and it is really bad, just demolish and start over. If city property and maintained, call in a fix it ticket.

Hello Connie Oberle Osborne :) Below is a link that tells you how to repair concrete that has spalling (crumbling top layer), in case THAT is the type of crumbling you are experiencing. Make SURE to remove ALL loose debris and concrete before you begin laying the stucco:
