Why not take advantage of the hole and put in a dog door insert that can be locked inside when you are gone. Also put up a couple of signs that read "Beware of Dogs."
Not sure about repair, but you might want to check at trailer retail sales for used 5th wheel parts. Sometimes they are damaged, but still, sell parts that are usable.
Hello Sherry, I have searched andserched to try and find a way for you to have a sturdy repair for the hole in your 5th wheel door without a ton of money. I have had no luck. I've been chewing on this dilemma now for over an hour, and mentioned it to my sister who has done some rv travelling in her time, and my sister suggested perhaps you could find one inexpensively at a slavage yard or online through Craig's list. I sure do wish I could have helped you out with an exact solution on how to do this. I'm thinking right now that the plywood is better than a hole, and it's too bad you can't get some shhet metal between the plywood and door itself so if your dogs hit the plywood to get out again they will have to get through the sheetmetal too., and maybe do at least the bottom half of the outside of the door with some aluminum diamond siding stuff or match to whatever covers the outside of the door you've repaired. Sorry I couldn't do more to help. Maybe someone else has a better idea. It would be nice if ou could get a really good used door for a much lower price than you were quoted for a new one. Where is 5th wheel, ? and what is it?
Scour the internet for used parts and if you have any salvage yards or "pick a part" typle places, see if they have any. I like the doggie door idea myself. Can you post a photo?

I had to google 5th Wheel to see what it is. Your door isn't just a door it's automotive body too. This is a bummer, because typical body work can be heavy but that's where my head takes me. I'm thinking a sheet metal patch held on with pop rivets then fiberglass mesh and bondo. Bondo edges first to get mesh on tight, then spread bondo over entire surface. You may have to do it in layers sanding between coats but bondo is magic. Check in with the folks at the automotive supply store they may have more options for you, especiallg since this is you door and it needs to be secure and water tight.
