My neighbor did this a few years ago. If I remember correctly, he had to acid wash it a few times to get all the old paint off and to help prep the surface so that the new paint would stick. You'll want to be sure that the paint you use is for floors. Wall paint isn't durable enough! Your local home improvement store should be able to walk you through it! It's a time consuming task, but so worth it in the end!! Good luck!
Scrape the porch to remove the loose paint and prime with something like Behr's block filler primer. Then use a good exterior paint.
I just did this on my concrete block patio. Benjamin Moore makes a special paint just for this purpose. It has an epoxy component in the paint. It had an original coat of cement paint which my husband repainted with regular paint (not meant for concrete, but ok for walls/exterior house painting). Because of the moisture that the concrete is constantly in touch with (elements, ground water) the regular paint wore off and chipped or flaked everywhere. This new paint is awesome, cost is around $45 and well worth it.
Ask someone at a large hardware store. The answer will likely be a primer, tho ask first, just to be sure, ok? J.
