It'll take time but you'll need to train him. Crate training might be a good method since he needs to be re-trained.

Do you let him/her out every 2 hours? Has the dog been to vets to see if there is anything wrong?

I've always crate trained all the dogs as a dog trainer. Get a crate big enough for your dog but not so big the dog can avoid getting wet if he goes to the bathroom. The dog will learn real quick to whine, bark or make noise when they need to go out. You must put this crate next to your bed at night, and if need be get up in the middle of the night until the dog learns bladder control (must be 10 wks old, preferably 14 wks). Usually only takes a few days. Take your dog for a nice long walk before bed so you get some sleep.

I rescued a chihuahua that was not housebroken. And of course this was after I just have a brand new carpet put in! I did my research online and read about a product called belly band. Link below. I bought one and used it on my little guy for about a year. I would take it off him when he needed to go outside and do his business. When he came in I would say "belly band" and he would wait for me to put it back on. Because it was comfortable, it never bothered him. We now know longer need it as he is completely housebroken . For me, it was a lifesaver.

Be kind to the dog; dogs don't want to disappoint their people. First, be sure there isn't an issue by taking him to the vet. Next, like parents with children, dog parents need to be consistent. Take the dog out after he eats as well as every two hours during wake time. Use a crate (we called our dog's crate "house") when you aren't home to take him in/out but, again, be kind and don't use the crate as a punishment or leave the poor animal in it for hours on end. Spend time with the dog, don't rush him when he's out, try to take him to the same spot to go to the bathroom, and praise, praise, praise. Don't hit when there is an accident; stern voice is enough, and immediate trip outside. Use the same words to designate going to the bathroom, to the area where you are training him to go, etc. Be consistent!

PJWise is absolutely correct! Just wondering though, how old is your dog? That makes a big difference when trying to train them.

If you are able, take him for a walk to make sure he has gone potty before you come back inside. In the process of doing this teach him to speak at the door. If you don’t make sure he goes potty when he‘s outside, you can be sure he will go potty inside if he didn’t go outside. If he doesn’t go when you take him outside you best leash him to your belt loop while inside so he can’t sneak away to to wet the floor.

Put a red garbage can on a floor with newspaper under it. He will spray the can. Gradually move the can out the door. . Hang a Christmas knob bell on the door,so he can ring it when he wants out.

You need to remove all scent of urine from your floors. You also need to train your dog by taking him out more often on a set schedule. If you can't do that, Crate train him. Only a dirty dog will pee in his crate.
