How do I repaint an outdoor resin water fountain?

I have a large outdoor resin water fountain that faded badly, so I repainted it, only to have the paint bubble and peel off where the water poured over it, even though I had sealed the paint. I have since sanded all the paint off and want to try to repaint it again. How can I do this properly so the paint doesn't peel off?

Marine paint for boats would work
Krylon says: "Using ammonia-based cleaner, wipe down item to remove any dust or particles". Then go ahead and use an outdoor paint made for plastic.
Marine paints are good for outdoor use!
