Polypropylee will not accept dye - must be natural fibers, but you can paint it!
Sorry - Dye will not adhere. Paint probably will not either.
You can probably use any paint suitable for plastic but probably best to prime first to give it something to stick to. Be prepared for it to show wear and tear if it gets a lot of foot traffic, up you could continue refreshing it. A nice stencil design on it would look great too.
