Plunger. Over the top bottom hole. Apply downward pressure. It may take a few goes. If you can't plunge it open you may need to snake it.
If using a plunger doesn't work you can get one of those bulbs that you hook to a hose.

you buy a toilet snake. They work great.

1. Flush it more often when someone does #2.
2. Use a toilet paper that is not real soft. It may be hard on your hienie but less processed papers flush better.
3. Do not flush tampons or flushable wipes.
4. Buy an auger at least 6' long to unclog the toilet.
5. If all else fails, call a plumber.
