If you want to paint over a waxed piece, you should first remove the wax using mineral spirits.
I would not use Chalk paint as a primer.

It is a characteristic of chalk paint, even after waxing, that you can repaint it with chalk paint so I cannot see any reason why another coat of chalk paint cannot act as a sealer coat, since it is possible to paint over chalk paint with latex paint if it hasn't yet been waxed. Seems to be logical to me, but just putting it out there if anyone else has done this.
