Hi Janice, it really depends on how good of shape the oil based paint is in. If the oil based is flaking off then anything put on top of it will flake off with it. I would encourage you to sand it down to make sure nothing is flaking and then use a primer and you should be good to use chalk or latex over top!

You can if you sand it, remove all the sanding dust, and then apply a primer first before the latex paint. As far as chalk paint, the primer is probably not required.

Hi Janice, I would advise against it. Chalk paint is water-based and won't adhere to oil paint. Your paint will peel or chip over time.
It’s oil base primer not paint
I painted a church pew with chalk paint. I would like to rosemal on it with winsor & Newton water mixable oil colour? Will that be okay? And what sealant can I use? Can I spray on a sealant when the pint still feels a bit tacky?
Lightly sand the surface and clean it with a sponge dipped in TSP (trisodium phosphate) mixed with water.
Allow the surface to dry.
Coat it with an oil or latex bonding primer.
Allow the primer to dry.
Coat with two coats of high-quality latex paint.
You can use latex over oil based paint if you use a bonding primer first.
