Too dry? You can always put down seed ( I would look for a turf builder plus) and then make sure to water it early every morning.
I don't use fertilizer on just sprouting plants cause it can burn the root system.
the proper way to apply grass seed....a few layers of top soil,grass seed for your area,STARTER FERTILIZER,top with peat moss,keep moist until it germinates
