Hi Clund, It appears that your question got cut off at "develops on the g", but I'm guessing that you mean "on the ground". I'm not exactly sure where on the ground you mean, but I'm going to guess that it's on the grass based on the answers that I found. Rust on the grass is basically a fungi that can be treated.
