that sound like a moisture issue...
First, why are they peeling? If a moisture issue, you need to find the source and fix that first, along with any mold issues. If peeling due to poor maintenance or wallpaper being improperly ripped of the walls, I would just replace the sheetrock.
I agree with Dfm, drywall shouldn't peel, so you need to find the reason is happening
