It may be stable, but pallets are really wide, so having them in your garden itself would take up a lot of your garden. The only way it wouldn't be so wide is if you cut them into narrower pieces and put in some braces to shore it up. Depending on weather and such they should last you a few years. If you put them in your veggie garden, you would need to make sure how they were treated, you don't want to put arsenic laden wood in with the veggies.

We have used pallets for walkways, we have left some natural and have stained some, they absolutely no maintenance. Make sure your ground base is level, sometimes we add gravel or small stones underneath, if needed. Enjoy your pathways!
