be sure the panel is clean -- wash with clear water and a non-abrasive towel/rag; rinse well; sometimes they get 'grungy' -- if that doesn't help, you may need to replace - but I've hade solar lights for years and just keeping the panel clean has done the trick
Start by asking the company who put your solar lights in, and are they under guarantee /warranty Even faded panels might not effect the solar power they put out, I don't know this for sure. Check with Homedepot, and ask them. Good Luck!
Have you used something other than soap and water when the panels are cool. Don't use any harsh cleaner on them.
