No, I have to bring mine in for the winter, but it doesn't really like the heater either. Keep it in spare bedroom with vent closed.

I live in zone 9b where there is little winter freezing. My fushia is out doors year round and does well. It's planted in the ground and on the rare occasions that a freeze is predicted I cover it with an old sheet propped up on tomato cages. Hanging fushias I move to a protected area
It will probably be just fine to stay on your deck. I live in snow country, Spokane Washington, and it is wat too cold for much of anything outside.
I like on the Oregon coast and I have a bunch of fuschia bushes
