Hi Carolyn, You have to much water pressure. Try turning your "stop" (water control behind toilet) down a little at a time until it stops whistling. :)

Sounds like a bit of Rust has got trapped in the pipe.....
All possibilities but it sounds more like you need a new flush value because you are getting air into it.
