your early fall
I planted a jasmine last year at this time and it did great. I just kept it in a west facing area all winter and moved to a more permanent location come spring. Being in CA you can grow lavender almost any season here.

Lavender in the spring. Be sure to plant where it gets sun at least part of the day. It doe snot like not sit in water, so well drained soil.
