Spiders are great for you plants and get rid of many pests that can attack your plants. If its not spiders and spiders mites instead then a week solution of a drop of dish soap in a cup of water and spray your plants.
Spider webs on the plant may be because there is food on your plants. Siders will put up their webs where they know food is available. I had one on one of my hibiscus plants and was going to remove it until I saw I had spider mites on a portion of it. I let it be and it was gone a few days later and no more spider mites! I use windex on the ones I find in the house. You could try that on your yard decorations.
Try a strong spray of water.
My friend used to come over and spray my yard with a vinegar mix about 10 all around my house to relocate them outside this perimeter. Sadly since she passed they've come back.
