I don't live where there are palm trees so I have no experience, but I read a discussion that states some plants that we think are palm trees are really not. There is a discussion about rooting cutoffs here:

I know that's not exactly what you asked, only half of it. My suggestion would be to take a cutting and a picture to a local nursery and have them identify the 'palm-like' plant. They then would be able to tell you want you can do. I suspect that it should have been cut back earlier to prevent the lankiness, but since many trees that look like palms are actually a different plant, some of them can be propagated the way your want to try.

If your plant looks like the plant to the right of the screen, it is a type of Dracaena - commonly called “Corn Plant”. Dracaena Marginata has slender green leaves that sometimes have reddish edges and the stem is narrower than Corn Plant. They both can be hacked in half and rooted in water - I’ve done it successfully, many times.
