Is your dogwood tree in the middle of a lawn that gets fertilized? If so, your tree might be getting too much nitrogen, which will cause leaves to grow, but limit flowering. If that's the case, don't put lawn fertilizer under the boughs of your dogwood.

I use Holly Tone occasionally on my dogwood, and also azaleas and rhododendrons and hollies (and many other acid-loving plants). I just scatter it on the ground around the plants in the amounts specified on the package.

There are a lot of websites that will tell you more than I can -- just do a search for dogwood tree care, or plant food for dogwood trees.
