Have it appraised first, might be worth something, if not then come up with an idea for everyone.
Things that I've seen made of silverware:
windchimes
hooks
rings
bracelets
turtles (the back is the spoon and the legs and head are part of the handles)
branches of a family tree (forks were the twigs that split off for kidlets)
Windchimes is a good idea, but you may want to put a protective coating on them if hung outside. Another idea may be to collect various items that belonged to your mother, and make some shadow boxes. You could line the back of the shadow box with the silverware.
A wind chime is a fabulous idea!
