Rustoleum automotive primer.I would also say to get some 0000 steel wool(Walmart)and sand it first.The steel wool sands gently.Then wipe down with a micro-fiber cloth.It's also a good (necessary) idea to sand softly between all coats.It's a weekend.
Whether you hand paint or spray paint you should lightly sand to remove the gloss. Then you can prime and paint. With spray paint several light coats will give you a smooth finish. Use a water based polyurethane to seal.
Consider spray primer for cars. It's only slightly more costly and you can get it in colors now.
Automotive primer just works well under spray paint.It also dries quickly.If you want to use tack cloth go for it,I use micro-fiber.
I always use Krylon. That stuff sticks to anything!!
