Yes, I've made little ivy around the edge of my bathroom mirror. I was very young then and just used craft type paint. It lasted for quite a while but eventually it started coming off. There are sever glass paints now that would work on a mirror and actually if you painted the whole thing and sealed it, todays craft paint would probably work. Just be sure to seal it.
Sand it with find sand paper first
My mom did years ago with teeny tiny square bottle of paint, I think they may have been for painting models.
I'd use spray sealer from a craft store.
