they were probably done by an uninformed diy'ing person. it's not all that hard to change outlets.
Whomever built the house, was a complete moron. I have the same problem in my bathrooms, drives me nuts when I have to use them, and their not even straight. The covers aren't straight too.
Ah, an electrician having a bit of fun? If you have a little DIY electrical skill, it's easy to "right" them yourself. If not either learn to live with them or call and electrician.
