Get a good carpenter and have them build the lower floor up to match the upper floor. It'll make your room seem much larger. Re-cover the entire surface once its all the same height. Be sure to use good supporters underneath on lower level so not to sag or squeek.
Before retirement, I was an occupational therapist. On a home visit with another OT, she suggested raising the floor of the living room by that 8" so the room would be wheelchair accessible. Expensive fix!
My daughter's l.r. is two steps lower than her hall which also has two steps down to the front door. Those steps made wonderful sites for kids to play on and the raised hall acts as a stage for kids to perform on. Watched a first grader do magic tricks there last Thanksgiving. If you build the floor up you are also lowering the ceiling. I would not advise doing it.
I do have the concrete pieces for the risers (how to reattach?), paint the railings white and I was thinking of painting the concrete - what color & what to use. Firs...

use 2x4s with 2- 3/4" plywood on top
