If the water marks are black that means the water has soaked into the wood all the way. Sometimes even sanding does not remove black marks. If the water mark is white you can use a hairdryer or heat gun to dry the mark out.
Not easily. That is water than has gotten to the wood and caused a small/large rot spot. Consult a professional.
